Does the car rental rate include insurance?

No. Your rental covers the base rate for the rental. Be aware that most car rental agencies require proof of existing insurance to allow insurance waivers. It would be best to discuss your options when you arrive at the rental agency. Please note that most car rental companies will not rent cars to drivers under 21 years of age.
